you may have a factory defective unit that is not turning off the anti-frost heating coil (I have assumed yours contains this item based on your problem description). I would trade it in for a new unit, again assuming you have a warranty or the store offers a good in-store return policy. If this plan bombs, then open the unit and find the heating coil near the cool side of the radiator fins. then disconnect the power wires to the heater and prevent electrical short to wires with quality electrical tape.

Steve,
The three amp fuse is installed in the board to protect from shorts or overloads created by disconnecting or reconnecting components when DC power is still connected to the system. If the fuse is blowing, then you more than likely have a short in the 12VDC system between the control unit and the thermostat.
1. Pull the cover off of thermostat and remove the +12 (or +7.5 depending on the model) wire. Access the other end of the wire in the AC compartment. Using an ohmmeter, touch the end of the wire at the AC with one lead and touch the control box with the other (or any ground source). If you get a reading other than OL or Infinity, then that wire is shorted out in the wall somewhere. If not, repeat the steps for the rest of wires except the ground of course. If all of these wires appear to be fine, you may need to take it in for some more extensive troubleshooting.
Hope this helps,
Jeff

I just posted this on another one, but try unplugging it and pushing the reset buttons on the side of the plug. It worked to fix mine so far...

Ok here we go. It is possible that the capacitor for that fan unit is out or the motor for that unit is out. Without the proper tools i.e. an electrical meter, there isn't really a way to test the unit. The remote should not have anything to do with the unit activating if the is a manual thermostat. I suggest checking to see if either the motor has gone bad or the capacitor has bit the dust. If you have the motor changed make sure to replace the capacitor
Good Luck on your repairs hope I helped you some\
