I have the exact same problem with my ML-1651N printer. It started out as an annoying problem that i solved by pulling the paper try out and then pushing it back in again. Now that solution doesn't work anymore.

Hi, the only suggestion I could give you is to look where the paper leaves the tray to make sure there are no pieces from a paper jam. Some people even tried using a vacuum cleaner to try cleaning it out.
Other suggestion is to make sure you have the proper paper size selected. Start, control panel, printers, your printer, printer preferences.
The mechanism that lifts the paper in the In tray up to the paper wheels may either be jammed or broken.
Dear sir; That's very difficult to tell you detail how to take apart the parts, but I can teach you a easy way and tricky way, this cause you problem is paper pick-up roller, right above the paper tray. therefor you have move out the tray , remove the toner ctg. flip machine over (bottom up) then you will see the roller very clear, clean up with rubber rejuvenator, try it out, and please let me know how does it work, good luck! I found out that each time you print from the manual load tray, i.e. letters and labels, once you have the paper in the manual load tray press print and then press the demo button to start the manual feed. I hope this helps.
i have an ml-1740. i like it just fine. this week i had a prblem where the paper came out of the printer crinkled on the right side and the printed image was a little tilted. (if i feed through the manual feed it came out perfect) i was going to inspect all of my rubber wheels when i noticed small chunks of paper that had wedged themselves in the paper path from the tray. simple fix -- clear anything and everything from the path 1st! hope this helps someone out there.
