There is likely a program on your pc that is preventing iTunes from opening. If you can identify the program then delete it (if it is not really important) and try again. If you cannot identify the problem then call Apple and ask for their advice, if you have no solution after that then there is really only one option left (if you don't want to return your iPod or get a new computer). That option is to get a recovery disk from the peope you bought your computer from and reinstall Windows and all the packages your computer came with.

Are you posting questions just to be a pain?
The Dell Vostros 1510 was released in 2008, it was never designed for Windows 95 and I seriously doubt they would have created W95 drivers for the hardware.

The new iTunes is not 10.6.3, that was released in 2012

and even if it was, iTunes was never released for W95, the first Windows OS it supported was Windows 2000

It is required to clear the temporary folder before downloading the Software. For this click 'Start' button then select 'Run' (you can open 'Run' by press and hold Windows button on the keyboard and then pressing alphabet key 'R'). Type '%temp%' inside the Run window, and you will get a folder opened. Delete all the files in the folder and close it. Now try to download the Software, it will work.

Did you download itunes form the Apple Official website? If not, click here to download (if so, don't do it again). After it's downloaded, go to the download folder and right-click on the itunes setup (itunes you just downloaded), click "Run" or "Open", don't select, "Open with" or "Autoplay". I hope this will help you install it.

Your PC doesn't meet the minimum requirements to run iTunes.
Check it over again here: http://www.apple.com/itunes/download/ but I don't think it can run iTunes.

Itunes download problem
you need to re download itunes as it has been corrupted when you downloaded it :

http://www.apple.com/itunes/download/

Re install after re downloading and it should be fine.

I would suggest deleting the exe or setup file and clearing your temporary files before re downloading.

To do this use ccleaner ( http:\\www.ccleaner.com )

Then re download it and try again.
