Does anyone know how to insert a flash swf into HTML using Frontpage?

There should be a tab to enter HTML. Once in there just put in something like this: Adjust your height/width and name accordingly. This is the most basic of codes and there are a few FAQs out there if you want to get a little fancier with it.

It's not necessary to have Flash to open an HTML file, that's the browser's job. But if there's Flash content on the page, it won't play without Flash installed. You'll probably see a placeholder image where the content would be displayed, and may see an error message.

You should uninstall Flash Player, they have a utility for that
here:

Reinstall the latest version of Flash Player and hopefully it will
automatically reassociate itself with .swf files.
