installed new battery and when turned on , screen reads "please wait" -forever?

Hmm... guest that post is worthless. Okay, first of, go to http://www.rca.com/manuals.. perhaps it SHOULD come up as guest states, however it does not. Now go here: http://www.rcaaudiovideo.com/en-US/Downloads.html?ProductID=RD2212 Those are all of the downloads for that unit. And for the manual: http://www.rcaaudiovideo.com/en-US/DownloadsLanding.html look at the bottom. Digital Audio Players then expand to MP3. A full list of models. Hoewver the RD2212 is not listed. Sorry the creeps hosting that file are REAL jerks. They have it all java'd out so there is a timespan upon which you would have to click on my link.
I am PERSONALLY hosting the file because I am sick of people NOT being helpful in this business....

Will not stay on even though battery is fresh.

Did you try formatting it?

If YES, download and update the firmware. It will be fine.

If NO, check if the HOLD/LOCK button is fine and in the right position.

RCA Lyra RD2212A turns off even though batteries are fresh...why?

Did you try formatting it recently?
If yes, download the latest firmware and update it.
If no, give some more details. Does it have a HOLD/LOCK switch on the sides somewhere.

Looking for a Downloadable owners manuel

I wasn't able to find a owner's manual, but I might be able to answer the 3 questions you posted anyways ^^ If it says it's a 128MB mp3 player, then the answer to "How much memory is built into it?" would be "128MB", right..? If songs average about 5MB each, that's enough for about 25 songs? DSP stands for Digital Signal Processing.. it should be able to change the sound of the song a little bit (like boosting/lowering the bass or treble, or making it sound better on different kinds of speakers). Try hitting it and see if the song sounds slightly different. As for turning it off.. try the same way you turned it on? There should be a power button.. or maybe try holding down the stop or pause button for a few seconds, see what that does.
