Some things you could check first would be to make sure you got all the packing out of it. May just be something blocking the fan blades. Make sure you have the right power supplied to it. Probably 110v 60 cy with a ground which is the normal house plug in the USA. If that's not the problem, I would call the place you bought it from and tell them what's going on with it. If you don't get help there, call the manufacture. In most cases they will have you return the unit for a new one.

I would suspect the condensate drip pan is plugged...

back from where you bought it ... Trade it in for a CLOSED BOX... and make your sales CLOWN write up why you are returning it.
Problem #1:Outdoor condensing fan motor has stopped running. This problem
could be caused by a bad motor run capacitor. If
your motor capacitor is not the problem, then more than likely you need a new
motor. Is the fan blade tight, stiff or hard to turn? If the fan blade is hard
to turn then you probably need a new motor.
Problem #2: Air conditioner compressor will not start. When power is applied
to the air conditioning outdoor unit the fan starts, but you hear a sound like
the compressor is trying to start, "UGGG"..., for about 5 to 10 seconds and then
all you hear is the outdoor condenser fan run. The compressor is locked and will
not start. What is happening is the compressor is trying to start, but because
the compressor motor is locked it tries to start for a few seconds and then
because of the high amperage being drawn goes off on internal overload. The
internal overload protects the compressor windings from overheating and burning
up. I see this many times during the start of the air conditioning season. Some
compressors just have a hard time starting after sitting all winter long. Some
compressors are locked up so bad that I can not start them and must tell my
customer that they need a new compressor . Many
times I can get the compressor started again without having to buy a new
compressor or new air conditioning system by using the device that is called, "Super-Boost." I keep two or three of these on the truck. They
have saved many of my customers from having to buy new air conditioning systems.
First of all confirm where the sound comes from whether from Indoor or out door. If from indoor, the blower bearing worn out/ blower wheel broken. If from out door, fan blade broken (replace fan blade)/compressor internal sound(replace compressor)/compressor seating bush worn out.(replace new bushes). Helpful.

By fan woks you mean inside unit right? assuming so, check remote control settings and battery, set temp.to 70 degrees, a light should come on at the display and seconds later, the compressor should kick in. If Unit is brand new, it should be it. If split units, try another remote, some times those remotes show the display but do not send signal strong enough that the unit can receive it. Try getting closer to the unit.

the wire diagram should tell you how. it all depends where wires lead to. be very carefull, capacitors can be dangerous. brown usaully go to fan black usaully goes to common red usaully goes to herm or compressor. it all depends where wires come from
Every air conditioner is equipped with at least two motors, the compressor and the fan motor. It is possible for the fan motor to be defective and the compressor to be running. If this is the case the unit will appear to be running and may even sound "normal" but no air is blowing out the front or back of the unit. If, after removing the cover of the unit you discover the fan blade is very stiff and difficult to rotate, the fan motor should be replaced. If the fan blade turns freely the circuit powering the fan motor will require electrical troubleshooting. It may be necessary to have a qualified technician locate the cause of the problem, which may be either a problem with the capacitor, the selector switch or the motor itself.
Hmm.this will require a few questions for you to answer. first does all the fans run, condenser fan??? indoor blower? and does the compressor humms, when you turn it on?
I have the same problem. Compressor works, fan doesn't. No warranty due to Fedders' bankruptcy.
