There are 2 types of governors on diesels. one is controlled from the foot and is fixed speed at the foot setting. The other is variable speed which will run to high idle if the setting is not changed IE on start it will idle ok but if you use a fast setting on a hand throttle say to warm up the motor it will run to high idle. I suggest that if you have not had a problem before then you should have a diesel pump specialist look at it as there may be a fault in the governor control.

Take that carburetor apart and soak in carburetor cleaner and run a small wire down each passage and blow out the passages with compressed air.

I will assume you have bled the fuel system per the owners manual to ensure no air lock in your system. This is especially critical after replacing the injector pump.
The next step is to ensure you fuel filters are good and flowing and last but probably the problem is the screen on the petcock (fuel shut off) in the fuel tank. Remove this shutoff valve and clean the screen with a fine wire brush and carburetor cleaner.

could be bad gas, but it sounds like a choke problem. did it sit over the winter with less than a half tank of gas in it. try putting some rubbing alcohol in the fuel or draining the tank and disconnecting the gas line so you can drain the gas out of the carb. also check the gap of the spark plug and make sure that is correct. when was the last time there was fresh oil put in. also check the air filter, it could be full of dirt.
