It doesn't. The DXG-301V uses standard AA batteries, either disposable or rechargeable. If you choose to use rechargeable batteries, you must charge them outside the camera using a separate charger.

Actually I don't know what kind of batteries uses your Sokkia Surveyors Umbrellas Vinyl 8136-41 so please specify the rechargable battery it uses. Probably it is specified in it's user's manual
When you point your mouse into the battery icon sometime it shows that it is not charging, kindly try to monitor it as it will eventually change into charging mode.

I think if you have a battery that is pretty much dead, the Makita charger will never fully charge it and so it blinks. My newer battery charged up in 1/2 an hour but my old-as-the-hills one just keeps on blinking. I removed it and it works. It never really held a charge long though, for years now. It would be nice if the charger had some kind of manual telling you what all those universal symbols(I don't know who's universe they're talking about) mean.
your car battery has two connections called posts. one is negative and one is positive +.
the red clamp from your charger goes to the positive terminal on the battery. the black clamp is supposed to go to ground, like an unpainted bolt but not brake lines or any kind of tube. It can be hooked to the negative or black battery connection as well. just make sure there is plenty of airflow around the battery and you should be fine. I usually do it that way and have never had a problem..
finally set your charger for 10 amps on a 12 volt battery and plug it in.
Link above leads you to the Stylus 850SW manual-see page 62. Please make sure that you are using Olympus Lithium Ion Battery only, as this is the only battery the camera is accepting. Using exhausted battery will make the camera to turn off.
