To add to Informatica's excellent post, you may not have the correct version of nero, as nero 7 retail is the only burning software that comes with dvd encoding, version 6 if thats what you have was more suited to wWindows 98 and not XP if thats what you have installed. Other than that; as he says, you can open Nero and choose make DVD then browse for your cd drive or folder on your pc that the .dat file is residing in which must be with another type of file as it goes along with another to form a vcd file, and choose add file from the menu and choose the file you want then click burn.

I guess that this file is from a VCD? If you just burn that file onto a CD as a data CD it should play in your DVD player. The AVSEQ01.dat file is already a (S)VCD file. It is in MPEG format and should be playable on a DVD player as is. Alternatively you can import the file you want to burn into nero vision. Once it is imported then choose to export the file as an MPEG file or burn direct to DVD. Please update the question & let us know if the information given was useful to you - Good Luck!
