firstly try to refresh the service center number in text message settings if it not works then call the customer care

In Nokia you can turn off receipts. You may need to get the manual out, but you do not have to have receipts, obviously a little money making scheme, like my voicemail access msgs costs me everytime!!!
An incorrect Service Center Number maybe cause a problem in sending a text message. Since you did not specify the make and model of your phone, I recommend that you verify if you have the correct Service Center Number from your Service Provider.
Hmmm... It seems that did something wrong. I think you may be by mistake change Service Center number which is locating at Text Message setting. You can see it and if anyone have same connection which one you have then go to his service center number write the same number at yours setting. If it is not possible for you or this thing not solve your problem then call your customer care center they will guild you. Because the scenario which you describe there is only two possible reasons.. 1. change of service center number. 2. block sms facility from your service provider.
sounds like the service center number may be programed incorrectly. The text messages route through a phone number that should be programed in your phone. Every carrier has a different one.
call customer care for the correct service center number for your carrier.
Try checking the SMSC (Message Center Number) number configured on your phone. If the Message Centre number is not configured or wrong then you will not be able to send..but you can receive.
Check... is there any setting called Inbox Setup in Message menu, then Text msg Setup -> Use GPRS -> NO
