When it is starting up at the Splash Screen(windows logo screen) hold the power button in to shut it off this should bring up the menu to open in safe mode. Might take a couple trys.

SOURCE: computer shuts off in safe mode when trying to run scan

You are still infected. You need another computer to download the program to and then put it on a flash drive, then install the program on the infected computer with the flash drive and run it. Click on the link below for the program I use. You did not tell us what you already tried, but this program is good for disinfecting 95% of the nastyies out there. Intsll and let the program update. Run the quick scan only and when the scan is complete it will ask you to click on the "show results" button, do so and it will list all the infections on your system. Click on the "remove Selected" button, this will either delete, fix or quarentine the affected files.

you can usually get into safe mode by powering on the unit to desktop then holding the power off till the unit powers off then on startup it should give you an option for safe mode.

SOURCE: cant get into safe mode. tried toggling f8/f7 together but nothing

the key to getting into safe mode....tapping F8 (only that key) super fast, not stopping until you hear a beep...and see the option to boot into safe mode.  The most common reason that it will not work is that it is not pressed fast enough or early enough.  You will know that you missed your chance if you see the windows loading screen......start pressing it right away when you restart your computer and don't stop pressing F8 until you see the black screen with the white letters giving you the option to boot into safe mode.
Good Luck!

Won't boot in safe mode

Starting an IBM Thinkpad T43 in safe mode allows you to troubleshoot technical issues that you otherwise couldn't. Often when a system has a virus or other type of malicious program, safe mode is the only way to locate and delete the problem. In safe mode, only the computer's essential programs are enabled, and only the files necessary to running the system are in use. Learn how to start an IBM Thinkpad T43 in safe mode using a few fairly easy steps.

1.Close all programs and restart the IBM Thinkpad T43.

2.Press "F8" repeatedly after the IBM logo appears, but before the operating system logo appears. If the "F8" key doesn't work, restart the computer and try pressing the "F11" key repeatedly.

3.Press the "down arrow" key to select "Safe Mode."

4.Press the "Enter" key. The computer will boot up in safe mode.

IBM T22 Thinkpad won't boot up - not even in safe mode

either you have a virus or a corrupted dll file.
eitherway, beside create a bootable CD or Floppy disk, and try to fix from there, thats' time a money.
the next best thing, is to reinsall the operating system.
the other option is get a new hard drive and install the operating system on that so you can preserve the data you have on the old one.
