No power tv comes on for about a minute then shuts down and wont come back on. it appears the horiz- out is not running and there is no voltage coming from the regulators on the secondary side of the low voltage supply.

your flyback transformer and driver circuit are operating, but the horiz. output transistor that needs to be in circuit w/horiz output transformer is open and can't amplify the signal needed for the flyback xfmr
Horizontal line (up and down) is know as horizontal collapse. This is usually located around highvoltage section of the circuit. Because this circuit depends on certian frequencies and voltage protection circuitry will shut the set down. This will need a trained tv technician to fix this and can be expensive depending on the parts needed.
Examine horiz circuit with magnifier.....look for bad solder
