Check if the inner drum is spinning without noise when you turn it on manually.If the same noise is heard then it can be drum center bearing,that is out of alignment/.The other possibility can be the timer ,it must be getting short causing the noise. Check out.keep updated. Thanks.

You will need to type into your search engine/web browser '(make model number) washer manual' and you should be presented with a number of sources from which you can either download for free or have to pay a nominal amount.
You could also try the manufacturer's web site direct ;-0)

SOURCE: Hoover 1400 AAA washing machine tripping house fuse

Possible that the control panel is short and so is tripping the fuse. Remove the connection to the panel and check if there is short , also remove the motor and check and this can confirm the case.
