Despite replacing the flash with a new battery, the flash no longer works and so I can't take pictures indoors. The camera is about 3 years old. Also, outdoor pictures in low-lit conditions now come out blurry.
If there is a red blinking flash constantly blinking on the LCD screen of the camera this indicates a failure with the flash charging sensor in the camera. It has failed and needs to be replaced.
Olympus will charge a flat rate repair fee for this product if beyond the one year factory warranty or the warranty is voided. The cost is $76 plus your local sales tax. Usually outdoor picture are good within small compact camera. They designed like that. But now your unit just have flash pcb defective. When flash function work, your picture will be good indoor.
Regarding your flash unit would be brown fuse or replacement of flash unit. It is 50 and 50 chance. Your local repair shop would charge around $35 to 95 depend on what they really want to charge.

You must have a software glitch because the flash is supposed to be in the auto mode when the selector is in auto, unless you manually turn the flash off and the flash should go back to auto every time the camera is turned off and back on. Here's a work around. Turn the dial to indoor and use the flash button on the ring to set the flash to auto. In the indoor setting you can set the flash to on, off, or auto.
You would be better off selling the camera for parts, and buying a new one... sorry to say but that is the best solution... You can get a brand-new on for under $75...
You need to replace flash bulb board of DSC-H1 as shown in below image. (item # 304) Part number is as follows.. A1119331A ST-124 BOARD, COMPLETE It is available in Part Store. Replacement of ST-14 board (flash bulb board) requires expertise and solder work. Thanks.
The flash need to be fully charged before it would fire the shot.
In case the battery is old and supply power is not enough to boost the flash, it will await until the orange LED of flash indicator is no longer blinking, means ready to take picture with flash light.
Replace the new full battery will be better and faster to take shot with flash enable.
An ideea would be pressing the button a little bit harder and a little bit longer.Most of the cameras have that orange light before the flash(that appears when you press harder on the button) to reduce the red-eye effect in the pictures. If this doesn't work, look carefully in the manual or the settings of your camera and try to find an option that turns on the flash.Also the type of the picture(indoor, sunny, night etc) can automatically disable the flash. As a last resort, here is the camera's manual

POSSIBLE CAUSE:The camera is recharging the flash.
SOLUTION:It takes longer to charge the flash when the battery is low. If this message appears a lot, replace or recharge the battery.
Use your warranty ASAP.
I heard of 5600's that have problems with the flash - long recharge time, turning off after taking a picture, etc. This is not a setting thing you can adjust, or anything that you caused yourself, but a lemon.
Take it back to the shop and ask for a replacement, and in no way agree to pay for a repair, it's not your fault.
