Oven control board (pad) has the following information on a pink label: ERC-14500-RP / 100-375-12 / CN: CTL091 SP +/- 3% 163 / 564 / 873 / 350 'F LO +10 / HI + 10 SN: / LBL: 18-167-43 / GE: WB27K5107 What is it doing/not doing, symptoms are: CLOCK WORKS / KEEPS TIME (DISPLAYS) TIMER ON/OFF WORKS (DISPLAYS) COOK TIME / STOP TIME WORKS (DISPLAYS) CLEAN (NOT WORKING / DOOR NOT LOCKING) BAKE & BROIL (NOT WORKING) ...THEY DID WORK AFTER UNPLUGGING/PLUGGING IN OVEN YOU WOULD PUSH BAKE, SET TEMP, PUSH BAKE AGAIN, WOULD BEGIN PREHEATING, THEN IN LESS THAN A MINUTE, IT WOULD SHUT OFF, AND EVENTUALLY NOT WORK AGAIN. I DID REPLACE THE OVEN CONTROL SENSOR, STILL NOTHING.
I had the same problem.
After much time and new boards it turned out the oven was not getting "FULL POWER" from the panel.
Everything seemed to work but the oven would not heat.
Turned out the copper bar that the breaker snaps onto was dirty and needed cleaning. An electrician can qiuckly determine with a meter if you are getting the required voltage.
Good Luck
I am not familiar with your oven but it sounds like it has an electrical fault. You might have a faulty element or other part, hence why the clock works but shuts down when you try to bake.
Unless you know what to look for call a service person.
Electricity kills!
Good Morning kJordan!
FixYourBoard can likely help you with your unit. They'd remanufacture your part in 1-2 days, fully test the unit.. and back their work with a 2 year warranty. http://www.fixyourboard.com

I eventually replaced the oven ignitor. That has solved the problem.

sounds like a wiring problem check your power source
SOURCE: GE Profile JGB97 Self Cleaning Oven Controls won't work
It sounds like the controls have been placed into a lockout mode. If your model is a JGBP79 do the following:
1) Press the BAKE and BROIL HI/LO pads at the same time for 3 seconds until the
display shows SF.
2) Press the SELF CLEAN pad. The display will show LOC OFF.
Now here is where the directions are kind of confusing, I will give it as they say it:
3) Press the SELF CLEAN pad again. The display will show LOC.
4) Press the START pad to activate the control lockout feature and leave
the control set in this special features mode.
Seems to me if its locked already, you would just do steps 1 and 2. And if you wish to lock it do steps 1 thru 4.

Sir, I think the top oelement is for broiling ONLY. It should not turn on when baking. The clicking may be the oven heating up.
How far apart were the oven temp instrument and the digital?
Don't expect them to match...they are inaccurate.
1. Heat water until it boils. Place digital therm in boiling water until it comes up to 212deg. If it is not at 212 in boiling water, record the error.(this gives a rough calibration to the digital)
2 Turn on oven, set to 350 deg, place digital therm on rack. Wait until oven reaches 350 (on stove) and read the digital. Note the difference between the two
