All the channels are locked out so I can not scan

First, you turn on the radio, then press Mon/Hold key, then press No. [1] key. if your scanner is programmed, you should see the frequency displayed on the screen, example: 162.9875MHz, also on the screen you will see L/O icon, press L/O key and it will no longer show, then press Mon/Hold key and you'll go to channel [2], follow the above steps until you've unlocked all channels that are programmed in your radio scanner, when complete, press scan and your scanner will stop on any transmission it receives.
If, however, you have not programmed any frequencies into your scanner, all you'll get as a frequency reading: 000.0000MHz, meaning you won't hear anything.
Programming frequencies is easy, but you need to have a hard copy of your favorite frequencies for your location, these can be obtained from: www.radioreference.com where every USA state is covered, just copy and paste into any word processor and print out.
You need to do the following to program.
Press the [Prog] key, then select the channel to program to, then enter the frequency (key by key) leaving nothing out, that is as it's printed on the frequency list including the [.] decimal point, then press [Delay] key, then press [L/O] key (if icon is shown on display), then press [Prog] key again to go to the next channel, continue to follow the above steps until you have enough frequencies programmed to listen to.
Only select frequencies for your location, as some will not be available even if in your state.
