no--simply because there are live wire connections to the transformer that people will touch and then seek compensation for that carelessness
best if you junk it and simply buy a new charger

pit back in the charge station for at least 4 hours and switch the power on for the charger
many small battery chargers will flatten the battery if the power is switched off
if that fails , contact amazon for a return letter to get you warranty refund
