If your ice maker is working your filter is fine. You need to check the solenoid valve that feeds the water dispenser. You should have 2 of them on the water line. One that feeds ice maker and one that feeds the water dispenser. That is most likely your problem
Even though the water dispenser is OK you need to make sure the tray(s) in the ice maker are filling. The filter valve, located to the rear of the ice maker can freeze over and stop water flow. Check the supply line for the ice maker, it may be separate from the water dispenser.
I have the same problem with the same refrigerator, call up GE Customer Service and tell them that you want part number WR49X10173, a water dispenser heater kit. They should sell it to you for a "discounted" price of $25. Good Luck, and don't ever by GE anything ever again.
Try swapping the wires on the dual water inlet valve. Then
try the water dispenser. The water should go to the ice maker. This will tell
you weather or not the ice maker valve is working and if the line is clear.
