I have a small band along top of my Toshiba Thrive tablet

reset the tablet to factory default, then set up from scratch if that does not cure issues there is probably a hardware fault.
The trail of the cursor/mouse will be due to the refresh rate of the screen being set to a low speed or the pointer attributes specifically being set to that option.

The band at the top of the screen may also be a badly selected option. A hard reset really does appear to be the best option for you if you do not know how to alter screen / appearance attributes and can get no better information from a FIXYA expert.

Cookies and Browsing history may be deleted using the Privacy Settings in the Android Operating System. Simply click on the Settings icon, then go to Privacy Settings. On the right you will be able to clear cookies, cache and browsing history.

I bought a tablet powered by android from a friend and after only using it 2 days it will not go past a black screen with the word android flashing on screen. What can I do to fix this problem?

This normally means there is a problem with the operating system, it normally means its necessary to restore its factory settings. You can do this two ways either follow these instructions:

A.

Turn off tablet
Press and hold the "+" on the volume key
While continuing to hold the "+" volume key, press and hold the power button
Tablet will start (and let go of both buttons at this time) and will give your 3 Icons. Using the volume key, select the middle Icon of the box with the arrow coming out of it. The power button is used as the "enter" key
On the next screen, arrow down to the wipe data/user info clean and factory default and hit the power button. PLEASE NOTE, THIS WILL WIPE OUT ALL SETTINGS AND INFORMATION YOU HAD ON THE TABLET.
On the next screen, select Yes for wiping all info and restore to factory.
Once this is done, select reboot and you will be brought to the initial set up.

Toshiba thrive desktop does not rotate

There is a auto rotate that needs to be checked under settings or you have the screen locked, the button to unlock it is beside tne volume control.
