If you cannot play a CD on your computer. Please try the following:
1. Make sure the IDE cables are properly seated in the CD Drive. Also try to reseat the power cable connecting your power supply to the CD Drive.
2. Make sure the CDROM is recognized by your system. To check if its recognize go to system properties then hardware. Choose Device manager and look for CD/DVD drives - check if it has a yellow question mark on it. If it has install a driver for that device or use windows update to update the driver.
3. If you can find another CD Drive. Try installing it on your system.
4. Install or update your windows media player. You can also use VLC player.

You have to install a CD or DVD player or a CD Writer or DVD Writer if the one that came with the machine isn't working. Windows will recognize the new hardware and should install the drivers automatically. Once the hardware is installed, just slip your CD-R into the drive and Windows should ask what you want to do with it, i.e. if it's music Mplayer should play it.
There were more problems and I needed a solution fairly quickly. The solution I used was to wipe the hard drive, re-install windows xp and start again. A bit drastic but the problem did not re-occur.
