If you need to unlock the unit, the only options are to enter the correct PIN number, take the unit to the location where the PIN was entered, or send the unit back to Garmin.

I inherited my fathers Garmin nuvi, he purchased it 2 years ago at a Costo possible in California, Mom is not sure as they were full time traveling the past 4 years in their 5th wheel. We could not find a manual and don't know the pin, I don't want to send it back to Garmin is there a customer service number where someone can talk me through setting it up so I can use it. If you changed it and
forgot the PIN code please contact your service provider. They will provide you
the default PIN code so that you can use your phone.
While you get the PIN
code, service provider will ask for your personal details to check whether the
mobile belongs to you only. If they are satisfied with your answers they will
