This error seems to represent motherboard problems and most likely requires new motherboard. Unfortunately most laptops that are a few years old arent worth fixing, unless you can do it yourself. Try to find a used model same as yours for parts.

If the main battery is not charging properly and you state the charger and battery are fine, then there is only one possibility, the charge circuits on the motherboard are defective, this is a very rare situation and I have seen it once in all the years of service, make sure the battery is not the problem because in most cases it is.
