Nowadays, most plans associated with smartphones contain unlimited talk & text with either a preset amount of data or unlimited data with the stipulation that if you go over a certain threshold before the end of the current billing cycle, data speeds could be greatly reduced until the start of the next billing cycle.
The only way to "unlock" a phone from a Verizon account immediately is to have the account owner activate a different phone on their line. If the account owner simply closes the line, the phone will not be available to activate on another line until Verizon has closed out the final bill for the account, and if that bill is not paid in a timely fashion, the phone could wind up on the "blacklist" of unpaid accounts and be unable to activate on ANY Verizon account until the balance is paid.
Have the account owner find another phone to use, and then turn off the LG Rumor and dial *228 and choose option 1 from the other phone. Once the activation is complete, you can follow the same procedure to activate the Rumor on your line.

Verizon phones sometimes have a habit of doing that. if it is a constant thing you may need to take it to verizon but if its a once and a while thing its just a hiccup in verizon's network.
