Question about Toshiba SD-V394 DVD Player/VCR
It's very unlikely that you will be able to repair a unit with no power.
You can check the fuse, but if you're not into electronics, you will
not know how to test the electronic components and explaining how to do
so is beyond the scope of this website.
As these units are under $100, it is unlikely you will find a repair
shop willing to repair it. Also, parts such as the transformer
mentioned by buzzcasper are unlikely to be available unless you have a
scrap unit to scavange from.

I've got one too that the same thing is happening. Just downloaded the schematics and parts list and hope to have this repaired soon. If someone has repaired this before, please let me know. So far, I thing the switching transformer is bad.

I fully understand what Mergatroid is saying. Granted, you have to know what you're doing too for stuff like this too. Normally, I would buy a new one but in this case, I really wanted to try and fix it myself since I used to work on these things all the time. Looking at this being a fix it website, why would someone take the time to post something out here if they really wanted to know more of what was wrong and maybe how much it took to fix it? And regarding finding a part, I got the switching transformer part number (AE004673) from the service manual and found a replacement on the a website within a minute; the internet has endless information for someone willing to use it. So I'm going to see what happens here.
