When Windows does not recognise the device, it practically means the device is faulty to the point where Windows cannot even determine what sort of device it is, it can only tell that you've plugged something in and it doesn't know what. This is not down to compatibility, software issues or that it isn't installed properly. It is just a faulty unit. If it's within warranty, get it returned for a replacement or a repair - if it's not, don't bother with getting it repaired, it'd be quicker and cheaper to get a new one. Sorry to be the bearer of bad news - I test USB devices like these all the time and the situation is always the same when you get that error message from the system tray when you plug a USB device in.

I managed to get WIndows to recognise it somehow, but WIndows won't now recognise the controller moving, and if it does it is very intermittantly and unuseable.
Was working properly for about a month. Then suddenly stopped to be recognized by Windows XP.
