Multiple issues, it could be low on freon (depending on the model replacing it may require a authorized repair man). Or it could be the condenser coils aren't charging properly. When it turns on do you notice an audible click when the temp setting should kick the a/c on? If not it's then the coils could be clogged or not connected properly.
This is a capillary system and the proper charge is critical. The only way it can be done is to evacuate the system and weigh-in the exact charge as specified on the unit data plate. It will show in ounces the proper charge. If you put in too much the next thing you will be doing is replacing the compressor. How old is the unit? The only reason it needs freon is that there is a leak. Might be cheaper to buy a new unit.
Hello, if this is a window ac and is not cooling I would make sure the unit is receiving proper airflow across the evaporator coil, chek filter and clean if dirty, clean evaporator coil with coil cleaner which you can purchase at any heating and cooling store. If the unit still does not cool than ypu most likely have a leak in the system and is undercharged. In this case the repair would be between 80- 120 dollars. In some cases if the unit is less than the repair you are better off buying a new unit. However, if your unit is more than the repair then you are better off getting it repiared.
Not know where you live ( state) if you have a Grainer in the area, or a Home Depot, you can purchase replacement ( cut to size with support) another maybe Ace hardware or On line ( type in "air filter for A/C)
