I have a Blue Point Industrial mig welder, model YA240B,mfg. by century. When I turn the wire speed to the low end, 2 or lower on dial, it stops feeding the wire. The wire is free in liner and wire spool is free. With no wire in rollers the feeder does turn. Whats my problem?

try replacing the potentiometer, this is the variable dial which alters the speed. It should show the value in ohms on the back of the case, these are relatively cheap and can be bought from RS. Its sound like the wiper in the dial is loose.
