I've had a Lexmark X75 printer for 2-3 years now and don't print often. When a test page is printed, no color other than black is printed. If I blot the cartridge with a damp kleenex, all 3 colors are abundant.

Even though you have ink coming out of the cartridge, if it's more than a few months since it's pumped any ink, it can be clogged internally, blotting with paper doesnt always work.
Try a new cartridge, or buy a new printer, it's usually cheaper now to get a whole new printer than it is to replace a set of cartridges.

Make sure that you are inserting only genuine Lexmark cartridges in your printer. Removing then re-inserting the color cartridge into the printer is a quick to minor cartridge communication issues.
Make sure that your color cartridge still has substantial ink level for printing using the Lexmark Solution Center software on your computer.
Click Start > Programs > Lexmark X74-X75 > Lexmark X74-X75 Solution Center. Check the ink levels.
If color ink level is still good, then it probably just needs some cleaning. Print quality issues can be due to dirty or clogged print cartridge nozzles. From the Maintenance tab in the Lexmark X74-X75 Solution Center, click Clean print nozzles to fix horizontal streaks. Your printer will then print a test page. Try to print a color page again to verify that the problem with the blue color is fixed.
If the problem continues, try to insert a different known working color cartridge to identify if it's a faulty cartridge issue.
run the print head cleaner tool using the lexmark software. since you hardly used the color the print head nozzle is dried up and needs to be clean.
run the print head cleaner atleast 5-10 or more times as needed.
Try to reseat your cartridges. Unplug and replug your printer into the power source to reset itself. If that doesn't help, try to clean your cartridges and check if print quality improves. If you're using Windows, go to Start -> Programs -> Lexmark X74-X75 -> Lexmark X74-X75 Solution Center -> Maintenance -> Clean print nozzles to fix horizontal streaks.
When you print a color document do you get any color output ?. You may want to try to print a test color document, consisting of say Red, Green and Blue color blocks. If any of the blocks is missing you may want to replace your color cartridge.
you may check your ink cartridge
1) the cartridge some color almost empty, need to change a new one or refill the match color ink. test it and go next if not fixed
2) long time less using cause some color ink chanel(holes) dryer, you may take out the color ink cartridge and put it's surface of bottom (just touch ) in the clean water 1 Hr, then set back and test it. still not fixed, you also need to do same thing if your print head is separated from your ink cartridge

if the black was empty you would notice the difference in the pictures as well, but if the word print is black, it wont print in colour it's supposed to print what you see.
