It's the painter chip, ic 7064, and its very expensive, a repair that can only be done by a tv engineer at a cost of about £150.

My philips css2123 appears to no longer receive power

I ran into this today. Searched the web and found nothing. I finally decided to do what you did take it apart and see if I could find anything obvious. Nothing visible found. I didn't tear it down 100% like you but while I had it apart I decided to remove one component at a time and test it after each piece was removed of course removing power at each step. I do not have the same model as you but once I disconnected the sub connection to the board I had full power. So I decided just to test this plugged it back in and I still got power. Went through reconnecting everything and testing between and once I had all back together the unit functioned with no issues. So just re-seating everything or clearing out an error by powering on with out that component connected seemed to work. Not sure if this will help with yours but decided to share what I found in hopes it will help.

32pw6515 32'' philips crt no sound or intermitten sound

if the jack out side works okay, that indicates that the pre amp is fine. the sound on the pre amp is tapped before the main amplifier.
check the main amplifier ic in side if it is getting hot.
you need to charge that ic.

Tv turns on and off by itself, volume buttons on controller and panel don't work after while

An all too common problem with that unit is the Ssb or (small signal board, Philips p/n# PH3912725871 located just behind the tuner. It's actually a simple fix for a shop, what we call a plug & play repair but the part isn't so cheap. Last one I did thursday I bought from Vance Baldwin $267.82 plus shipping and core. You get the core back when you return the old part.
You might call a few shops like you know what you're doing and ask what they charge for changing the Ssb in your unit.
Have a great day!

Philips 26pf5320

Hello, one of possible solutions is to replace T7735 by the same type of transistor and L5753 (220uH use 470uH). This is a job for a technician. Best regards, Arpi
