Take out the battery and the sim card first. Then put on dashboard of car (hopefully you live somewhere warm - I live in Louisiana and it 99degrees outside) and let it sit for an entire day or two. When done put battery in and bang just like new.

you can take the battery and the back off the device and place in completely submerged in a bag of white rice and leave it in there for 1 to 2 days this will help absorb the moisture, this should fix it if the water did not damage the circut boards if the water damaged the circut boards then the device is fried

You cannot use a Samsung Instinct phone on a GSM network like AT&T. The Instinct is a CDMA phone. In the U.S. Sprint and Verizon are CDMA networks, and T-Mobile and AT&T are GSM networks. Phones made for one network type are not usable on another network type.
