This could be a Capstan problem, it is common on lots of cameras like yours, have you run a cleaning cas tape through the camera of late? if not get one from your local shop and put it in and leave it on record button for 30 sec then run it on play 30 sec.
Sony has a recall on some of these ccd imager problems. Contact Sony to see if your model applies, but it sounds like an imager problem on your pal format camcorder. Larry
The 4-digit error code consisting of an alphabet and numbers, which blinks at 3.2 Hz is dislayed on the screen when any problems occur. This 5-character display indicates the "repaired by:", "block" in which the problem occurred, and "detailed code" of the problem.
The error code C:31:22 and C:31:23 indicates T reel fault and S reel fault respectively. Load the tape again, and perform operations from the beginning.
The error code C:31:40 indicates FG fault when starting drum. Load the tape again, and perform operations from the beginning.
Furthermore, press and hold the power button for 30 seconds then try using the Camcorder.
I had this problem with one of these otherwise very cool cams that I
inherited. Something was rubbing on the case of the cassette
making a usually faint but audible grinding noise. It is hard to
see unless you push the tiny lever on the side of the cassette and flip
up the plastic flap that protects the tape. There was a small
visible gray grind mark on the center of the case. Now when I buy
a new tape I flip open the cassette and carefully scrape away enough
plastic on the center of the cassette where it rubs (you can run it a
bit and it will grind and show you where) so there is clearance.
It worked!!
You need your CAM into Sony or service center Sony to repair it the error code is indicated the LS chassis assembly faulty or loading motor faulty it require a lot of work mechanis and electronics it may not worth to repair it. It would cost between $150 to $250 in AUS

error 31:22 means camera mechanism has error in take-up reel section and micro processor isn't receiving reel signal so it shuts down playback/ record function immediately. look into take-up reel section of mechanism.
i just read about this c:31:22 problem while looking for a solution to another problem I am having. Someone suggested removing the battery, switching the camera to the "camera" setting, and then turn it off, put the batter back in and it should work. Good luck.
depends where the tape is located if it's still wrapped around the head i would recommend taking it in if it's inside the cassette you can have to take the door off and see if it pops out. Take the battery out and turn selection switch to camera and then turn it off. Put the battery back in and its working again.
