Check the remote with new batteries. If it do not work, remote control has the trouble. You can't switch the set ON by its front panel power switch, as it has been shut down by remote command.
no solution here just sounds like the remote is programmed but not with the correct code or frequency hence why power won't work but volume does, if it's a universal remote try programming it again, also try looking at the manual to see if there's something like a mini breaker box, some remotes like garage doors have a panel of switches in them, sometimes a-b like a baby moniter, anyways look in the manual and see if there is one of these or something like that and maybe it just has to be redone there. good luck sorry if none of these work or can be done.
If you are able to turn the closed captioning off with the original TV remote, then I suggest doing it that way. If you want that functionality on your Harmony One, you can use the original remote to teach the Harmony the closed captioning command. To learn commands, do the following:
1. Log in to the Harmony software.
2. On the "Devices" tab, click "Learn IR" next to the icon for your TV.
3. At the bottom of the screen where it says "MyNewCommand," enter the name that you want the command to have, and click "Learn."
4. Follow the on-screen instructions to learn the button.
5. Update your remote.

The remote can't recognize the tv, it doesn't have that capability. If you want to use it to command that tv you must program it accordingly. Basically you must introduce the code that corresponds to the set of commands that your tv uses - if they are present in the remote. This is the programming procedure: 1 - hold down the TV button on the Uverse remote. As you are holding the TV button, press and release the OK button. You know you have done this right when all the mode keys flash twice. 2 - Find the 4 digit code for your device in the User guide that was given you when the Uverse was set up, or online at
3 - At this point, the TV mode button should flash three times. Try to turn the TV off by pushing the power button. If it does not turn off, try a different code. If it turns off then turn it on with the remote and test the other buttons. If they don't work then try a new code.There are a lot of codes for Samsung in there, try them all until you find the one that has the best compatibility - most buttons that can be used. 4 - If none of the codes for your device work, try manually searching for a code. Go back and repeat steps 1 and 2. Then enter 922. Hold play as the remote cycles through various codes. When your TV turns off, push enter to memorize it. This generic code will provide just a basic control, if you really need full control then you will need another remote.
I'm sure you've tried this, remote batteries is most common cause. Make sure sensors on TV and remote are unobstructed(remote only works if line of sight to sensor is clear) and clean. Windex and Qtip. Damaged/dirty/defective remote, try different if possible (universal). If none of above works(99% chance), extreme longshot is TV circuitry.
I recommend trying the auto-code search to find one that works for your TV. This will search through every TV code it knows, and if none work, unfortunately it cannot be taught new codes.
To have the remote try each TV code it knows one at a time, follow these steps:
Turn on your TV.
Press and hold the CODE SEARCH button for at least 3 seconds until the red LED lights up and stays lit.
Press the TV button on the remote so that the LED blinks once and then remains solid red.
Press the ON/OFF button slowly and repeatedly until
the TV turns off. The LED will blink once each time you press the
ON/OFF button.
Once the TV turns off, press the ENTER button to store the code and the LED will turn off.
Update your Harmony remote control software on your PC to the latest. Go into the TV device settings. The software should recognize if there is an update to your TV's IR commands. Try the same things with the DVR.
It's also possible the TV and/or DVR are locking up due to IR commands that are being sent too quickly. The remote has a setting for the delay between commands sent to the same device as well as the delay between commands sent to different devices. Try adjusting these settings:
In the Harmony remote software on your PC, click the "Devices" tab.
For the "TV" device, click the "Settings" button.
Click the dot next to "Adjust the delays" and click Next.
Adjust the "Inter-key" and "Inter-device" delays to something higher and click Next.
