Hi,this symbol means that your phone is connected to the EDGE internet service, but you have to contact your service provider so your sim will be activated with the internet settings required.
Check the voltage between your incoming phone lines. It should be about 50 volts. If it is not, you have a line problem, either in the house or with your service.
Note that just because DSL is working on the line does NOT mean you have dial tone.
Other causes of the problem could be interference from NEIGHBORS similar phone.
Remove the battery from your second phone to verify that it has not failed in the on position.
Do you have the phone protection plan ? If so just call them and they will replace it. If not you'll be stuck paying for an unlocked phone or getting one off a friend (assuming the phone uses a sim card). Ultimately if you can't get a unlocked phone you'll have to call service - given the water exposure. Distilled water will not damage electronics (in fact they use it to wash circuit boards before assembly) but normal water will - it deposits minerals etc and causes shorts over time. Even if you get the phone working it would require taking the phone apart and cleaning every circuit board in it with PCB cleaner) to make it reliable fyi.
you can take the battery and the back off the device and place in completely submerged in a bag of white rice and leave it in there for 1 to 2 days this will help absorb the moisture, this should fix it if the water did not damage the circut boards if the water damaged the circut boards then the device is fried
