Cannot send fax with a proper working phone line hooked up

Document is placed faced up on ADF tray.
1. In fax mode, dial fax number, hit Black-Send or Color Send, got print out message that it's out of memory/bad line quality.
2. Hook a phone to the Ext jack in the back of the machine. Pickup the phone receiver, got a dial tone then dial the fax number. I heard the other fax machine answer the ring and the typical fax noise, I then press Black-Send and nothing happens. When the connection ends in about 20 seconds, the print out message say the line was busy/no-response. This is obviousely not true.
