Try going into power option settings and taking the brightness to the max there. Start, control panel, power options, then you should see a setting for battery and for plugin. Hope this helps.
If you're thinking of buying a N router, it should also say somewhere 'a/b/g/n'. The different letters are different variants of wifi and the router page will show which is supported (if it is an N router, it will most certainly support the others). The eeepc 701 can only use wifi of a/b/g, meaning that, although it can use the lower variants supported by the N router, the actual N variant that you're paying for is redundant. With this in mind, I recommend that (unless you have another computer with N capabilities) you save your money and buy a router without N, it is probably cheaper.
"When the charger is connected to an AC source, the green LED shines steady and bright."
are you talking about the led on the AC-adaptor? cause if its that led that dims down, its a defective ac-adapter (even tho you still might not believe me). replace it and try again.
how would you know that the battery is fully charged?
please rate my solution after you have tested if it works out for you :)

reset any hubs, routers, switchers, etc. then (just fro now) remove any firewalls, or software that may get in the way. You want to start with a bare minimum configuration and build from there.
eeepc works well with windows networks, the ethernet connection should just work, without additional software.
does eepc connect to other networks? can other laptops connect to your network? check all settings: ip address, dhcp or static, passwords, etc.
Try a "wired" ethernet connection, then try the wireless connection. if all else fails, use F9 (or DVD disk to reset/reload the system. i.e. start over.
buy a "car charger" (fits in cigarette lighter socket) for the eeepc. Many people sell these on Amazon and EBay for about $10.
This thing converts the 12 volts available out of the cigarette lighter socket, to about 9.5 volts for the eeepc input..That's exactly what you need,,, right?
if you need a different connector for the 12 volt side, go to Radio Shack and get a socket adapter or socket adapter into just two wires (red and black).
You didn't say where you are getting the 12 volts from (car battery?)
