The hard drive light is on and there is nothing going to the screen, also fan continues to run non stop, i have changed the power supply but still no luck

The idea of an "out of case build" is to reduce the amount of hardware in order to eliminate what is causing the problem.
I build computers eveyday and I still use this method from time to time when trouble shooting.

Sounds like it might be a Hard Drive Issue if you have heard any strange noise comming from the hard drive the Just think about replacing it with a new one .
