What is your default browser? Settings for using a Proxy server differs from each browser. For example, The settings for Mozilla Firefox browser are as follows,
"General", "Connection Settings";
Select "Manual Proxy Configuration";
Enter proxy IP and port to appropriate fields;
Click OK to close Connection Settings;
Click OK to close Options;
You must also be aware that the use of proxy servers without the express permission from the owner of the proxy server may be illegal in some states and/or countries. Use at your own risk. 1. Open Firefox 2. Go to Tools then Options 3. Open the Advanced Tab 4. Look where it says Connection and Open settings. 5. Adjust your settings as desired. (If you are hard wired I would just use no proxy).

If you're using Firefox, click on "Tools" at the top of the page, click
on "Options" which is at the bottom of the list that comes up, then
click Advanced, choose Network from the four tabs below that. There
should be a sentence "configure how Firefox connects to the Internet".
Click on the button next to it that says "settings". and make sure that
"Auto-detect proxy settings for this network" has a dot in the little
circle. If not, click on it and click on OK. You may have to shut down Firefox (your internet browser programme), then try getting in again. Should have sorted it.
