you need a firewire (IEEE 1394)cable to download the video from your DV to computer.
Click HERE to download the manual.Please go through it and you will know how to change the specifications.The solution to tht message is also mentioned in it.

Indeed it seems that there was a really stubborn bit of dirt on the heads. I had to use the cleaning tape several times to ultimately have a clear picture on record and playback.
thanks again ,but successive cleaning can help for an effective cleaning of the tape path and heads.

Hello!
Looking into your problem, I've found the next advise:
You need to set the playback to be either HD or SD depending on the
clip. Mixing them on the same tape is never a good idea, but setting the
option to match the video format should resolve this.
On the trubleshooting section of the Instruction Manual it states that this error occurs "when the playback standard is already set in the camcorder, you attempted to play back a tape in a video standard different from that set".
To change the video standard (Playback STD), please refer to pg. 95 on the manual.
Note that the FireWire should be disconnected when accessing the settings!

I have the same problem. I recorded the video onto my miniDV tape on the Canon ZR800. I tried playing the tape via playback mode and it is not working. I get the same "incorrect tape specifications playback is restricted."
Did you record that tape on that machine? This message usually indicates that you are trying to play a tape recorded on a PAL machine on a NTSC machine, or vice versa. (PAL and NTSC are designations used for televisions. North America, most of South America, Japan, and a few other areas use NTSC; most of the rest of the world uses PAL.)
