PS2 games are region locked which means that disks from other regions won't work on your PS2. If it keeps displaying that message it means that you need to buy the region appropiate disk.
sorry buddy you cant unlock a ps2 to play pirated games. but depending on what kind of ps2 you have you can modify it to play your copied games if it is a fat ps2 you will need to buy a modchip for it or if you have a slim ps2 like mine all you have to do is order some swap magic discs at modchip.ca or .com then modify your slime line with a fliptop cover or the cheap free way is to use the tape and tissue mod that i use( just google tape and tissue mod) i play all my copied games and they work just fine. you can even play the classics such as sega genesis or supernes. afterdawn.com is an awsome website for all your ps2 modding needs it has all the guides from burning games to modding your ps2

The only help I can give, which means you'll have to buy the real game, is because when you play burnt games it confuses yours PS2 scan laser and after that it gets really confused and doesn't play many games. What you need to do is go buy the actual games. They are not that much at your local gamestop.

If you are getting an error massage about disk format when you try to play a game you are trying to play a game from another region than your own, for example you cannot play a US region game on a UK region console without modifying your PlayStation, if you have already modified your PlayStation it's probably your mod-chip that's asking for the required swap disk.
Given that playing out of region games is a breach of copyright and modifying (chiping) your PS2 is a breach of contract with Sony asking us to help you with this is asking us to open FixYa to a lawsuit from Sony.
Sony are short of cash due to the frankly inevitable failure of the PS3 and disinterest in the blurry screened, uninspiring PSP, bearing in mind what Sony did to Lik-Sang http://www.lik-sang.com/ (that ironically helped make the PS3 a failure) it would be imprudent at best for FixYa to help you brake the law.
On the other hand if you have not 'chiped' your PS2 and are not trying to play an out of region/pirated game please provide as much information as possible to give us a fighting chance of helping you.
It's a well known fact PS2's had a cheap lazer fitted to them, that's why when it gets chiped to play copy games, not long after it starts playing up.
The lazer may just need aligning, purchase a cd/dvd cleaning cd rom as these can check audio, lazer alignment and clean the lens.
