Wow! Where to start? First of all if the computer has Windows XP loaded on it that is no longer supported by Microsoft. If you want to re-install an OS (operating system software) I would suggest Windows 7.

SOURCE: Dell Inspiron 531 (desktop) won?t turn on/boot

You've either got a bad motherboard or a bad processor (I'd lean to the motherboard being bad). I would honestly take this into a computer repair shop and have them check both.

If you have windows 7 installed, then see if you can boot to the DVD and run a repair on the OS. You also may want to run a diagnostics on the system if you can get to the F12 menu
