If you have a legal COA for window XP on your computer you can use anyone's dell reinstall disc. Your original info is stored in the BIOS. Now if you can't find anyone with a dell windows XP reinstall disc I saw a place that sells them for $19: found it

You've either got a bad motherboard or a bad processor (I'd lean to the motherboard being bad). I would honestly take this into a computer repair shop and have them check both.

If you have windows 7 installed, then see if you can boot to the DVD and run a repair on the OS. You also may want to run a diagnostics on the system if you can get to the F12 menu
