The brown tape thing is the interface cable that connects the drive to the ps2. You need to take the unit apart and find out where that cable plugs back into. There will be someplace inside the machine that the tape looking cable will plug back into.
One inserted check the plug slot to make sure the cable inserts firmly and stays in place. If it does not you're going to need to keep in in place with maybe some tape or super glue.

Hey man, I had the same problem a few weeks ago, but not anymore! What's wrong is that a cable inside has become unattached, this cable controls the front buttons. What I did was open up the top of my PS2 and check the cable,(it should look like a strip of paper) if it is unattached then you have some work to do. Flip the Ps2 over and open the bottom up. You should see the motherboard and lots of other stuff. Ignore it. What you want is a small port on the side of the front buttons cleverly hidden under a metal box thingy. Plug the end of the cable in to the port. On my Ps2 it din not stay in, so I had the Ps2 on and wiggled the cable until both front lights light up. Then you need to fasten the cable down in the right position. I used Scotch tape, but you can use whatever you want, just as long as it holds it down IN A POSITION WHERE ALL LIGHTS LIGHT UP! If this does not work, then I got nothing, hope this helps! Here is a you tube video that might help!
