Hi if you have a back disk of windows, you can use that to restore the computer, another option is you can install fresh operating system (i.e Windows 7). Hope this will help. Cheers.

SOURCE: my computer has crashed want a cd to put it back

If you borrow a oem cd off some one with the same operating system as you then you can use your original product key which you can find on the tower off your computer.

What is setting the pc back to factory settings mean?

2 WAYS

Restore default factory settings in setup - Only recover the seetings of your motherboard (date and time, pc health, etc)

Restore Software factory defaults - All hard drive is reinstalled, original software of Dell. Programs like MS Office, all of your data have to be reinserted in the computer.

I didnt understand the "over the phone".

See ya
