Hi We have 8 of these radios for our business. After about three years we now have 4 radios which, when they are turned on, the screen displays flash on and off continuously. I've tried every trick I know to bring them back to normal. Maybe I can hold down a certain button or two and then turn on the radio at the same time but I don't know which! since you have 8 radios, 4 have a problem
the easiest thing to do is actual circuit board swapping to diagnose what part of the board is failing.
if there would be only one board, then sometimes disabling some part will do the trick.
maybe the problem is just in the keypad control IC.

The unit is faulty, you do not fix this with a reset.
You need to buy the service manual and test the components inside to find the fault.

Please take out the battery and check for the voltages across the terminals using a multi meter. If you are not able to see the voltage across the terminals then either the charger or the battery or both is/are bad. To clean the contacts use a pencil eraser on the battery contacts and on the radio contacts and then check.

I'm not sure if button combinations work to reset this marine handheld. On most other versions that we have worked on, display flashing indicates an unlock condition of the PLL/VCO often because of a cold solder/loose crystal under/near the display board.
Should you still want to venture a button reset, the pages here or here might shed some ideas.
Incidentally, have you opened the radio to check for possible water leakage/damage?

Hello again. Sorry! I have checked for water ingress, dry joints, and searched user manuals and have now even downloaded the service manual. An expert in Mombasa had already done the 'clone with a computor' mentioned in one of the suggested websites but it didn't do the trick. It's terrific advice and many thanks. Amazing, but I'm still not there yet. I still think if I could find the reset button code procedure it might be it. Cheers Steve Mullens

I have used the self check function and it works....but it still flashes on and off while the check function is in operation. By the way I can change channels etc using the buttons while it continues to flash but cannot transmit or receive
There is literally nothing online about this issue. When I called ICOM tech support, they said it's an "unlocked phase locked loop" and is repairable. Given a $96/hour bench rate, it makes more sense for me to replace the $199 radio and secure a new 3-year warranty, rather than repair the unit. Scavenge the battery and antenna - the battery is worth $80.
By the way, mine is a M73 handheld with flashing display, but the diagnosis should be applicable to other models as well. I purchased mine in 2015 and it worked all the way through the 2020 season.
