It sounds like that when you are trying to install it that you are not doing so as an administrator on Windows. It's a funny quirk of Windows, that even if you are the only person that uses the computer it requires various sign ins to give you the rights to alter how the computer works.
Click help and support and type "administrator" in the search box.
