My et103c will not manually or electronically turn off my pool pump.

Unknown if this is new installation, or old installation that stopped working.
Check battery. The timer requires a battery. Located below the buttons.
ET103C digital electronic timer is discontinued but some folks still sell on ebay... selling possibly used timer. Timer has 1 year limited warranty from date of manufacture.
Timer has error code messages... if you receive no error code, then battery could be problem.
Line noise can cause timer not to function, such as fluorescent lights on same circuit etc.
ET103C clock mechanism is 120Volt 60 Hz. If pump and circuit are 208-240Volt, or 277V etc then this timer is not best choice unless neutral wire is available..

never heard of a gas powered pool pump. if you meant when turning on the heater, this might indicate a small leak at the control valve.

Always check battery first... located under the buttons and above the wiring terminals.in pull-out tray. Use reset button to reset after battery change.
Test for 120Volt across terminals 1 and 2 should show at least 80% rated voltage,
Add comment and say if this is freshly installed timer, of if timer worked before.
Also add if circuit is 240Volt, and what size breaker, wire and HP motor

No comm

I had the same problem and resetting the system at the pool panel and remote (as per manual instructions) did not work. I found a solution on an online forum that suggested that the main power panel at the house be turned off, wait a few minutes, turn back on, then go out to the pool panel and restart the system.....it worked!

Allheaters run off of a thermostat just like the heat to your house. It will shut off once heated to the selected temperature. Turn up the temperature, and monitor it for a couple days.

Turn heater for pool while pump in on, everything is fine, pool heats then when timer stops pumping, the heater will stop but the digital temp climbs,on display and eventually goes on the display...

When the system shuts down the water inside the heater collects residual heat in the heater. For most systems that have intermatic timers (yellow dial) you can get a fireman's switch kit that will shut the heater off about fifteen minutes before the pump goes off to let it cool down. If you have electronic controls you should have one built into the system and will just have to activate it.
No promises but this could cause problems with time.

I have a elevated spa the overflows in to the pool when the pump is running but when i turn the pump off the water in the spa drops to pool level exposing the top stair in the spa. if i turn the nob on ...

Based on your description I'd suggest an electronic valve controller and panel to set the valve to the desired flow based on pump usage. If you do not have a control system with electronic valves you are likely in for some sticker shock but it would be the only way to automate what you are describing.

How do I turn on the heat and the spa in the pool?

You must first make sure the filter pump is on and running (primed). If you have a pool spa combo, you will need to turn on the heater by making the desired temperature higher than the current temperature. This is a call for heat. You must then move the suction and return valves to **** and return to the spa. This is accomplished either by moving the valves manually or by putting it into spa mode if you have a control system. You didn't say whether or not you have a manual or automatic system.
