If it is a new cam, and you are running a newer version of Windows, like 7 or 8, the driver should be in the OS. But when the cam is somewhat older, and GE did not write a certified driver for the newer versions of Windows, you won't be able to install a working driver for that cam.
The software should be available on the GE website in the US. (older drivers to)

the manufacture of the cam should have a web site that you can download the drivers for the web cam or just do a google search for web cam drivers ok??
You can go to http://www.jascoproducts.com/support/software-downloads.asp to find the driver for this webcam. Make sure you have uninstalled and unplugged the webcam prior to installing the driver. Once the driver is installed, plug in the webcam and reboot your computer.

have you tried to get drivers from net for web cam that works with windows vista as most of the older webcams are'nt vista compatable you have to hunt the web for drivers look on cam for more info and search web with this info and go to the company who made this see if they have drivers for vista.
