It would be a good idea to make sure the radio is grounded to the frame. you can make a jumper wire, even use a metal coat hanger and clamp it to the metal frame (metal not paint) and touch it to the radio body. if the radio turns on that means the ground wire is disconnected.

1: Remove screw from top back of radio and carefully lift lid that retains buttons. Might be a good idea to take a pic of buttons so they don't get mixed up as they will just pop off at this point.
2: On either side of the back middle button you will see a switch and three (3) buttons.
3: Move "Off On Lock" switch to "Off" (left) position. You will see the unlocked symbol appear on the display.
4: Push far right button first to set your time "Zone" using the "Alarm Time" or "Radio Tune" buttons. Wait 5 seconds for the beep when done.
5: Push the "Time Set" button. (It is the one closest to the "Off On Lock" switch).
6: Use the "Alarm Time" or "Radio Tune" buttons to set the time. (Note: "PM" will appear in the upper left corner of the front display when your time is after noon!)
7: The time display will stop blinking and set about 8 seconds after your last move.
8: Push "Calen" button to set calendar. First the year the push the button again to scroll to the date.
9: Push the lock switch to the right and the lock symbol should disappear from the front display.

If you removed any buttons put them back, then put the cover back on and re install the screw.
or
Call the front desk and ask them to set or replace the clock.....
from the manual:
"4. to change the calendar, press and hold the date/7-5-2 button until the display shows the flashing year.
5. Press the Reverse and Forward buttons to set the current year. When you have selected the year, press the Enter Button, then use the Reverse and Forward Buttons to set the month/day.
6. After you have set the date, press the Enter button or wait for the display to beep twice and lock into place."
It may seem obvious, but have you checked the display dimmer settings? Under the front cover is a button marked dimmer. Pressing it cycles through progressive display dimness settings until it goes off. One more press goes back to full brightness.
We have the same problem with a different model Yorx TV. The sad part is that this TV has a great antenna that gets clear reception but its built in and the converter the government offers doesn't work. If you get a solution, drop us a line as it might work for us. We will do the same. I am actively pursuing a solution using a "smart tv antenna" made by RCA. I will let you know how it turns out.
