What type of cable are you using to make the connection? It may require a parallel cable rather than a USB, or vice-a-versa. do you have the proper driver for the USB card/hub in the "newer" computer? Windows 98 most certainly did not have native USB support for ALL devices... No, the page count is not on the test page. You need the configuration page. Press the GO button and hold for 5 seconds. The yellow light will come on and you can release.

Have you tried to reinstall the old cartidge to see if it would give a different problem ( light print ect.) if not try that. If the problem stays and you just can't communicate with the printer try rebooting you computer or go to www.hp.com/support to download a new print driver. I hope this helps you.
first you open the back side door of the printer and put down the two green lever and take out paer from there easily if possible clean fussing unit also.
These days printers are cheaper than before. Why spend money and buy with no warranty.
I would never buy a printer or a computer second hand (used one) unless it is free.
If you are a business person why mess with the used stuff.
