You could post to the Tablet category and get a solution from a Tablet expert. If it's under warranty return it. Has the Cord/charger been damaged due to pulling on the cord while plugged in causing a short or loose connection? If the "pop" is followed by a electrical burning smell, return or have a Qualified Tech take a look at it, it COULD be a fire issue if left unattended and plugged in.

try taking the hard drive out then switch it on without it then switch it back off, put the hard drive back in then it should work, if not try f8 then safe mode and do a system restore

Hi,
I believe blinking lights on the Caps and NumLock means that there is a problem about the Hardware, I've been a Tech Support for HP and those blinking lights are problems for Video Card, CPU, Memory.
It would be better if you call the manufacturer try if they can service your machine.

That blinking underscore is the way in which the laptop's BIOS is telling you that it didn't find any Windows to boot to - it was completely corrupted.
The only thing left to do is to reinstall it.
