Its happen to me also, while I am trying to play Harry Porter & the Pirate game. What I find is:
My PSP firmware is not update enough to play the game. So I update my PSP to 3.40-OE...

This is how I managed to fix the psp error 80020148. Ok I found some program online that works on my 3.40 OE-A and it rips the UMD games for me. but when I went to play them the "The game could not be started. (80010002)" message came up. Then I tried to play the original game (UMD DISK) I got this message "The game could not be started. (80020148)". So I went online here is what i found...... TO FIX THE PROBLEM FOLLOW THESE STEPS: 1. Goto Recovery Menu (turn off then hold R and turn on)2. Configuration -> Use NO-UMD (Disable it)3. Go all the way back to main menu4. Advanced -> Advanced Configuration -> (Disable all of them)
look friend YOU WIIIILLLLLLLL NEEd to hack it in order to apply the cheatcodes BUT hers on more good thing I have done this a long time ago NOw reply to me if you want to know how to hack it AND to apply the cheatcodes WIThout the action replay SEE today we dont need the actionreplay or gameshark REPLy to me if you want all this!! NOTE you will not be possible TO hack a psp thats a 3000 check by the information bar on the bottom of your psp there are serial numbers than it goes to psp and it tells you what current type so if its 1001 or 2001 it will work BUT IT will not work for 3001 or 3000 REPLY friend
hold the right shoulder button and turn the system on. it will go into the recovery menu. select configuration and goto umd mode. it will say normal UMD required. press X and it will change to M33 driver. now select back and then exit. system will restart. ENJOY!!!!
Had the same problem also but just solved it..
Just go to Recovery then Advanced>Advanced Cofiguration>Execute BOOT.BIN in UMD/ISO --> Set this to Disabled..
I KNOW THE SOLUTION
1. REBUTE PSP
2. GO TO CONFIGURATION CHANGE TO SONY SOMETHING...NO UMD ON UMD MODE
3. GO TO ADVANCE CONFIG.. AND ENABLE BOTH SOMETHINGS ..CANT REMEMBER
LOL IF THIS ISNT CLEAR GO ON YOUTUBE AND YOUR SOLUTION SHOULD BE THERE
